It’s an unassuming silver dollar. Navy holds it up, letting it catch on the light streaming through the victim’s window. On one side is stamped the head of former chairman Ulysses Monroe. On the other is the symbol of the Hoenn government. Only the phrase tips Navy off that something is wrong. Ordinary coins have the motto of the League inscribed on the bottom.[break][break]

These coins bear a different mark.[break][break]

I am the Ferryman.[break][break]

Not a perfect translation either way, but it tells him that something’s up.[break][break]

Another case. Another influx of missing persons. This one has nothing to do with the battle. It’s a natural, home-grown disaster as far as Navy can tell.[break][break]

“Weird when an urban legend turns out to be true, huh?” The Sheriff asks his deputy. “Remember being young and thinking you could summon a ghost by screaming Bloody Mareep in a mirror ten times? Miss those days.”[break][break]

It’s an old urban legend from the area. The Ferryman, a figure from mythology. Supposedly, on misty nights, you can see him rowing his boat out across the sea. If you stand in the brine with a certain coin, you can beckon him over. Ask him for a ride. He’ll take you somewhere interesting.[break][break]

This coin is the only thing out of place in the homes of the victims. The only thing showing that there’s anything wrong at all.[break][break]

“Looks like we’re gonna be chasing ghosts.” Navy says this as if it’s ordinary. “Ready for a stakeout?”

The mist rolling in makes it hard to see, but it's still unmistakable, her own silhouette.[break][break]

She turns her eyes upward, to that silver coin. It looks as bright as the moon in the dark.[break][break]

"I never believed in fairy tales. This is no different, right?"[break][break]

An honest admission, but her question betrays her. She's cynical to a fault, as always, but her voice is tinged with hope. Hope that it can't be true, that ghost stories like that have some other explanation. [break][break]

And he'll find out the truth, like he always does.[break][break]

She shivers. It's probably the cold. [break][break]

Even so, she keeps glancing down, where she should be looking out at the sea. Keeping an eye on her shadow, making sure it doesn't wander off. She can't afford to lose it in this weather, it'd never be found again, until...[break][break]

"We're just looking for a boat, then... right."[break][break]

She scans the horizon carefully. No boat would come within a mile of shoreline here. It's the other side of the island that has the lighthouse, and you can barely see anything in this fog.[break][break]

She lets out a sigh of relief, as she doesn't see anything, and sits down on a rock. It's gonna be a long night.[break][break]

“If you believe the story, he’ll be rowing the boat.” Navy clarifies, as if that makes this strange meal any easier to chew. “It’d be funny if he upgraded to a speedboat or yacht. Man…if only.” Sighing, he does what all lawmen inevitably do once they settle into their power: they consider lighthearted ways to abuse it in ways the big men upstairs won’t notice.[break][break]
“We could confiscate the yacht. Say it’s an important part of an ongoing investigation. Help the hipsters blow off some steam with a yacht party.” Popping open a cold cola, he offers another to her and takes a sip. This stuff is going to give him kidney stones, but it’s better than lung cancer or liver failure. Of the many vices life offers, he chooses the smallest evil.[break][break]
“That’s a fun abuse of our lawfully invested power, huh? Instead of selling drugs to the community or beating up people we don’t like, we throw parties for the kids.” They have to find their victories against the system where they can, now that they’re a part of it. Navy shrugs, he knows he won’t get that chance. Even if he did, he’d play things by the books.[break][break]
“We’ll probably have a little bit before the ferryman decides it’s time to row us down the river Styx. Til then…how’ve you been? We haven’t gotten the chance to talk much. Put in your application to go back to high school yet?”

He's not taking it seriously. He truly doesn't believe, it seems. But she clutches her arms, holds herself tight to stop herself shivering with anticipation. For a self-proclaimed non-believer, she's not acting like one. She's clutching her sleeves for dear life, as her imagination runs wild.[break][break]

"A ghost ship's still a ghost ship..."[break][break]

It's nearly a whisper as she looks down, watches her shadow, as he professes how great it would be to requisition something from the damned. [break][break]

But the sea doesn't give up its ghosts so easy.[break][break]

Finally, she raises her eyes at his suggestion. It is a look that says so much, though she says so little. Knowing disappointment and excitement at the prospect all at the same time. Acknowledgement, but not recognition. From a superior, it's a kind gesture, sharing something that he loves. And yet, from someone who's lived another lifetime alongside her, it somehow makes her wistful for a future that never was.[break][break]

"You know I hate—" [break][break]

Sweet things, she thinks. But she doesn't say it, the words don't matter. She won't reject a gift from this man, no matter how small. [break][break]

"—Mph. Nevermind, here."[break][break]

She holds out a hand and grasps it, swallows the rest in one gulp, til there's nothing left.[break][break]

The way it coats her throat, fills her head, she can't help but make a face. But she won't refuse something offered by this man who saved her. It would be an insult to deny him that. She'll pay this back too, some day. But for now, the sensory overload distracts her from the reason they're there, calms her nerves. She focuses on him, his relaxed demeanor, devil-may-care eyes, and even ghost stories don't seem so bad suddenly.[break][break]

"It's... in the works," she responds with trepidation, neglecting to mention exactly how far along it is. Not very far, not very far at all. More important things have been so distracting, she hasn't got the chance. It isn't her fault. "What, you're tired of having a deputy already? That it?" Obstinate push-back, to distract from the point. But it's clear on her face, she's not actually upset. It's a jab made in good fun. She even cracks a smile.[break][break]

“Dewford will be fine between 7 and 3.” He teases, jumping up onto the hood of his truck. Best seat in the house, according to him. “7 to 5 if you have homework.” A sigh escapes his lips, he knows she’s just being playful but he also knows the cage that is public education. None of them will understand her – how can they? She has seen things no girl her age should see. She has lived another life beneath poisoned constellations. School seems downright banal compared to the lives she has lived.[break][break]
“It’s just for a year, Baki. I won’t push you to go to college if you don’t wanna, but life sucks when you don’t have a high school diploma. I found that out the hard way. Surprised they even let me have this job.” There’s a truthful reason why that is, but he lets the truth die. No use in poisoning the well by informing her most of what she learns will be bullshit either way. Never had to do an algebra problem in real life.[break][break]
“…what a world, huh? When I was a kid, I thought Groudon and Kyogre were just stories. Now a bona-fide privateer has one and an Elite 4 has the other. A scientist flies around on Rayquaza. Urban legends about ghost ships are coming true. …kinda hard to believe we’re not gonna see a ghost ship when I put it like that, huh?”

An uncertain future, she doesn't know what she wants but she's listless and unsatisfied with the world as it is, how it treats her like a kid, when by all rights only a few months separate her from the world of adulthood. She doesn't know what she wants, but it's not to go to school another year like a she's a child. She's ready to leave that life behind, and move on to something bigger, something important.[break][break]

It's obvious, in her every movement, in her every breath. That obstinate dissatisfaction is palpable. It's the conceit if youth, that she's learned all she needs to learn already.[break][break]

"If the impossible is becoming possible, if ghost stories becoming real, then isn't that every reason to pursue what I want in life? Myths are becoming real, there are things happening all around Dewford that are so extraordinary they're hard to ignore. If they can be real, then so can dreams, can't they? I wanna do something about it, I wanna be there when it happens, I wanna make a difference."[break][break]

Impatience boils in her chest. She's agitated, it's plain to see. [break][break]

She's fighting for her life, a struggle to get her guardian, the man who shelters her, feeds her, takes care of her, to see her as more than a kid. It's a war on the psychic plane, a fundamental difference between them that she can't reconcile until he sees her for who she is.[break][break]

Not the kid, Tsubaki, his ward who needs stability and a normal life, the girl he's fabricated in his mind...[break][break]

... but the woman who she's becoming, who longs for something more. [break][break]

"You dropped out of school and turned out fine, but now you're telling me it's something that I need, for a proper life, that it's for my own good. You're just... just... a hypocrite, Michael Navidson."[break][break]

The dam has burst. [break][break]

She can't pretend anymore.[break][break]

The reason why she hasn't submitted her paperwork isn't just because she's been busy. [break][break]

She sighs and turns her eyes to the sea, lets the empty bottle in her hand clatter to the rocks below, the loud sound of hollow glass echoing into the night. There's a world out there, and she wants to be a part of it. [break][break]

It's a simple desire, at the end of the day.[break][break]

“You think I wanted to drop out of school, Baki?” The question is cool for all the fury she provokes. It’s not fury directed at her, she is merely standing by the fire. It’s fury burning for a man who will no longer feel anything at all.[break][break]

“Much as I wanted my dad dead, at least I got to be stable when he was around. Got to be normal. Got to just go to school like anyone else. My grandparents abandoned us after my parents bit the dust. It was either get a job or they’d take Gabe away. We’d get broken up into the foster system. I couldn’t lose him…”[break][break]

There is still no sign of the ferryman, carrying the dead off in his ghost ship. No weary souls cross the river between worlds yet. Soon, Navy intuits. Soon. Soon they will be diving once more, soon they will be fighting.[break][break]

That’s all his life has ever been: one long fight broken up by rest. Everything else is mere fuel for his existence while he waits for the next fight. He hates that, too. If only his father hadn’t decided to have a drink that night…[break][break]

“…I wish I got to be normal. Wish I got to have a girlfriend, go to prom, angst over getting into a good college. Arceus, you don’t know how bad I wanted that. The world will wait another year on you, Baki. You can enjoy a normal life.”

She stares at the sea, mirroring his words. [break][break]

How much she longs something like that, how much it feels like something like that is beyond her, neither show on her face. Her gaze is swallowed by the sea, the darkness, the ever-distant horizon that drowns such things without prejudice. [break][break]

The air is thick with tension as she stares outward, unable to muster the energy to fight back against something so sensible and practical. [break][break]

Only as the fog grows thicker, congeals in the night, does she break the silence with a slight gasp. Immediately, she turns to Navy, a concerned look at the figure in the distance. [break][break]

A figure on the sea, ferrying a small boat in the night. [break][break]

"Navy... that's..."[break][break]

As it approaches, the face of the one ferrying the boat is unmistakable. A boy around Tsubaki's age, not yet a man. [break][break]

And, though she has never met him, the half of his face uncovered by the cloak he wears holds a startling similarity to Navy. [break][break]

A familial resemblance.[break][break]

He opens his mouth to argue with her, to tell her things she already knows but will not believe. Ripples on the water stop him. Fog grows denser, rolling in like the voice of an executioner saying it’s time. The waiting’s passed. The show’s starting. With it comes what always comes, the fight.[break][break]
A familiar sight smiles out at him from the long, elegant, thin boat. The last time he saw that smile, the boy was going off on his journey. Backpacking around Hoenn for a year, seeing all there was to see, making his bid for the title of Pokemon Master before college.[break][break]
Then, he was dead. This isn’t Gabe. Something’s mocking him.[break][break]
Navy’s hand jumps to a certain pokeball. They won’t be the ones going to hell today. A black dragon stirs.[break][break]

Vortigern’s teeth tear the boat apart. Jumping into the shallows, the great beast’s maw sinks into the wood and rips it apart. The smiling face of Gabriel Navidson is taken off guard. He cries out in a voice that isn’t Gabe’s as he slips into the water.[break][break]
Slinking back to shore, Vortigern stalks across the stones. His golden eyes search, waiting for the creature to surface again.[break][break]
“Bad move, turning into him.” Navy snarls. His face is a mirror of the dragon’s rage.

A black dragon's roar echoes out in the night. Carnage and raw destruction are left in its wake, and it's over. [break][break]

Before there is a chance to talk, before there is a chance to solve this mystery, the boat is already destroyed and the figure lost at sea. And the growl she can hear, the one that unnerves her most, isn't coming from the great beast clad in black.[break][break]

It's coming from him.[break][break]

"N-Navy...!! What's wrong with...?"[break][break]

She doesn't finish her sentence. [break][break]

Instead, she stares at the calm sea, and in it, she sees her own reflection. A mirror image of herself, clad in those very same robes. A body rising from the waves.[break][break]

The girl named Tsubaki has drowned.[break]
Though she's standing on the shore watching herself, that's all she can think.[break][break]

She's a corpse, half her face rotted where the hooded robe had covered Gabe's face before. [break][break]

She is a stand-in, a replacement, some way of finding penance, she realizes. But just the same as Gabriel, she longs for more than a peaceful life, than merely doing the right and sensible thing that'll save her from a terrible fate. More than anything, she desires more from life than something that makes so much sense.[break][break]

She isn't a sensible girl.[break][break]

Tsubaki clutches her chest, and a pit drops in the hollow expanse she once called a heart. She stares, transfixed on her own dead eyes staring back at her. She's frozen, her own future gazing back at her.[break][break]

She doesn't move at all, doesn't even take a breath.[break][break]
